Ooo. I have that miniature! It's an old Warhammer Fantasy Chaos Sorcerer (from Citadel miniatures) -- a follower of Tzeentch. He was often paired with one of those flying disc thingies associated with Tzeentch. I ended up getting one as part of a miniatures grab-bag deal, but unfortunately a bit damaged. I've got him painted up in typical garish Tzeentch colors (I used to use Warhammer Fantasy figures for games of Advanced HeroQuest), but this is a very nice look!
